Возможные пути реализации механизма «единого окна» в рамках осуществления межведомственного  информационно-технического взаимодействия таможенных органов

Резюме: концепция механизма «единого окна» считается одной из наиболее эффективных практик в условиях функционирования различных органов исполнительной власти ряда стран мира. Текущая межнациональная практика показывает, что применение указанной технологии в системе межведомственного информационно-технического взаимодействия таможенных органов позволяет ускорить совершение таможенных операций при проведении таможенного контроля. Так, целью исследования выступила разработка возможных путей реализации механизма «единого окна» в рамках электронного информационного обмена таможенных ор- ганов Российской Федерации. В ходе научной разработки проблемы были использованы исследовательские данные аналитической группы Всемирной таможенной организации; нормативно-правовая база, составляющая право Евразийского экономического союза; общедоступные публикации Министерства экономического развития Российской Федерации. В ходе анализа приведенных источников были выявлены основные укрупненные группы направлений, связанных с реализацией исследуемой технологии в ряде стран мира. Результатом исследования является определение наиболее оптимального вектора развития информационных таможенных технологий в рамках осуществления межведомственного взаимодействия. Практическая значимость проведенной работы заключается в возможности дальнейшего определения комплексной государственной программы, способствующей повышению результативности электронного документооборота внутри коммуникационных каналов органов исполнительной власти.

Possible ways to implement the “single window” mechanism within the framework of interdepartmental information and technical cooperation of customs authorities

Summary: the «single window» mechanism is considered one of the most effective practices in the conditions of functioning of various executive authorities in the world. What the current international practice shows is the usage of such technology in the system of interdepartmental information and technical interaction of customs authorities makes it possible to speed up customs operations during customs control. Thus, the purpose of the study was to develop possible ways to implement the “single window” mechanism within the electronic information exchange of the Russian Federation’s customs authorities. During the scientific development of the problem, the research data of the analytical group of the World Customs Organization were used as well as the regulatory framework constituting the law of the Eurasian Economic Union and accessible publications of the Ministry of Economic Development of the Russian Federation. During the analysis of the above sources, the main enlarged groups of directions related to the implementation of the technology under study in a number of countries of the world were identified. The result of the study is to determine the most optimal vector for the development of information customs technologies within the framework of interdepartmental cooperation. The practical significance of the work carried out consists in the possibility of further defining a comprehensive state program that contributes to improving the effectiveness of electronic document management within the executive authorities’ communication channels.
